(二)的廢氣的出現、整(zheng)治及擺放
危險廢物處置產生的廢氣主要為,危廢焚燒系統焚燒車間料坑危險廢物揮發出的異味和惡臭,預處理車間危險廢物揮發出的異味和惡臭和以及回轉爐焚燒煙氣,其回轉爐焚燒煙氣是本項目的主要大氣污染源;其次,還有危廢物化車間廢乳化液(有機廢液、含油廢液)破乳反應罐酸霧和揮發性有機物;危險廢物穩定化/固化處置產生的粉塵;以及危險廢物安全填埋處置產生的填埋氣。具體情況如下。
1. 有組織(zhi)開展廢液
(1)有(you)風(feng)險(xian)廢物回收(shou)梵(fan)燒治理(li)軟件
就本工程整體來說,最主要的空氣污染將來自于廢物的焚燒過程。焚燒對大氣的污染主要來自焚燒爐所排放的煙氣,本工程焚燒爐采用天然氣點火助燃,焚燒過程產生的主要污染物有:酸性組份(SO2、NO2、HCl、HF,CO)、煙塵、重金屬(汞及其化合物、鎘及其化合物、砷、鎳及其化合物、鉛及其化合物、鉻、錫、銻、銅、錳及其化合物)、二噁英。
本內容傾動窯焚(fen)化油煙選用“急冷+活性酶(mei)類炭吸咐+干(gan)法脫酸+漩風清灰設(she)備+布袋(dai)清灰設(she)備+濕法脫酸”的整理(li)整理(li)工學藝和技木,并設(she)油煙SNCR脫氮接口方式,使焚(fen)化有所差異的廢渣物整理(li)后經50m煙筒所廢氣排放的油煙均能達標(biao)《有風險(xian)性危化物焚(fen)化環(huan)境(jing)污(wu)染把(ba)控好標(biao)淮》(GB18484-2001)中有效(xiao)標(biao)淮。
(2)焚燒秸稈(gan)成品庫料坑的廢氣排(pai)出(chu)
爐前料坑有排氣設施與焚燒裝置連通,通過鼓風機將無組織排放的氣體引入焚燒系統進行焚燒,減少無組織排放的廢氣。同時,在料坑設置廢氣收集吸風口,風量為40000m3/h,以確保在焚燒系統停止運行時將卸料間內無組織排放的氣體引入活性炭吸附裝置(兩級活性炭吸附),廢氣經處理后經15米高煙囪排放,同時保證卸料間處于負壓狀態。
焚燒車間料坑的廢氣主要為揮發性有機氣體、H2S、NH3和惡臭等氣體。
(3)預(yu)治療成品庫(ku)
預處理車間的廢氣主要為揮發性有機氣體、H2S、NH3和惡臭等氣體,差壓采集而來后,經催化鈍化鈍化+兩級活性炭吸附處理后,通過15m高排氣筒達標外排。
(4)的危(wei)險廢棄物化學(xue)處(chu)里系統(tong)性
物化處置系統廢氣主要為廢乳化液(有機廢液、含油廢液)破乳/除油反應罐中產生的酸霧和揮發性有機物。為減少酸霧和揮發性有機物廢氣的無組織排放,項目通過在反應罐設置負壓收集,風量10000m3/h,集氣效率不低于95%,將廢氣收集通過光催化氧化+堿洗后,最后統一通過物化車間15米高排氣筒達標外排。
(5)風險廢品保持穩定化/固化處置(zhi)系統
穩定性高/固有噴涂車間引起鉛(qian)塵的廢(fei)氣(qi)核心(xin)是(shi)制砂(sha),或(huo)者水(shui)泥(ni)廠、水(shui)、除甲(jia)醛藥劑與危害(hai)性廢(fei)棄物做出打料交織的時候中(zhong)引起。
穩定/固化車間攪拌混合裝置密閉運行,產生的廢氣經布袋除塵器處理后在車間內排放;在破碎機設置粉塵收集點,配置規格5000m3/h的脈沖布袋收塵器,經除塵后尾氣由15m排氣筒排放,收集的粉塵回用;同時,在穩定/固化車間廢物料坑設有灑水裝置,以減少料坑的無組織粉塵的排放;飛灰貯倉、水泥料倉、粉煤灰(石灰)貯倉粉塵分別在頂部設置布袋除塵器,產生的粉塵經倉頂除塵裝置過濾后達標排放。
(6)廢包裝盒收(shou)納(na)空間融合回收(shou)利用程(cheng)序
印刷充分工(gong)(gong)業廢(fei)水(shui)(shui)物(wu)(wu)(wu)(wu)基本有倒殘、手術、清潔、鐵桶(tong)(tong)試漏、鐵桶(tong)(tong)晾干等(deng)印刷充分工(gong)(gong)業廢(fei)水(shui)(shui)物(wu)(wu)(wu)(wu),基本為溶(rong)解(jie)(jie)的充分物(wu)(wu)(wu)(wu)、酸(suan)霧等(deng),倒殘工(gong)(gong)位器具安裝(zhuang)封(feng)閉隔離(li)霜區(qu),內控安裝(zhuang)集氣抽(chou)瘋系(xi)統設計,使(shi)用事(shi)隔離(li)霜區(qu)是真空形態,將除理開(kai)桶(tong)(tong)蓋環(huan)節溶(rong)解(jie)(jie)出的印刷充分工(gong)(gong)業廢(fei)水(shui)(shui)物(wu)(wu)(wu)(wu)除理去(qu)廢(fei)內包(bao)裝(zhuang)儲罐全方(fang)位的進(jin)行生產車間堿(jian)液噴淋泵塔+催化(hua)氧化(hua)物(wu)(wu)(wu)(wu)氧化(hua)物(wu)(wu)(wu)(wu)氧化(hua)物(wu)(wu)(wu)(wu)+二級靈活(huo)性炭(tan)過濾器印刷充分工(gong)(gong)業廢(fei)水(shui)(shui)物(wu)(wu)(wu)(wu)治理系(xi)統設計除理,除理后用15m高進(jin)氣筒合格外排。
2. 無結構有機廢氣物
危險(xian)區(qu)廢物(wu)(wu)回收的分(fen)類整(zheng)(zheng)理(li)、運輸車、卸(xie)料、存儲、救治、垃圾填埋、滲濾液(ye)分(fen)類整(zheng)(zheng)理(li)及(ji)污水(shui)直(zhi)接排放辦理(li)等(deng)工步都是否進行直(zhi)接排放物(wu)(wu)出現,無(wu)進行直(zhi)接排放物(wu)(wu)大部(bu)分(fen)感染物(wu)(wu)為非甲(jia)烷氣體總烴計(VOCs)、混煉氫、氨、氮(dan)硫化物(wu)(wu)、小粒物(wu)(wu)、有害氣體滲透壓(ya)、苯系(xi)物(wu)(wu)等(deng),完(wan)成提高管控、清新通風系(xi)統、作業區(qu)園林養護(hu)及(ji)公司設立(li)干(gan)凈(jing)保護(hu)多(duo)遠等(deng)來可以(yi)減少無(wu)進行直(zhi)接排放的影晌。按照其環(huan)保評估及(ji)變更申請環(huan)保評估目(mu)的:該干(gan)凈(jing)保護(hu)多(duo)遠內已沒人居(ju)等(deng)敏感度學習(xi)目(mu)標。
(三)的(de)噪(zao)音的(de)產生了、綜合治理及減排
建設項(xiang)目燥(zao)音(yin)大部分為(wei)離(li)心(xin)(xin)軸流(liu)式通(tong)風(feng)(feng)(feng)機(ji)、泵使用(yong)時和英(ying)語施工機(ji)具、小(xiao)(xiao)車(che)(che)輸送小(xiao)(xiao)車(che)(che)英(ying)語施工時產生的燥(zao)音(yin)。建議選(xuan)用(yong)低燥(zao)音(yin)機(ji) ;適(shi)宜布(bu)局調(diao)整;對(dui)離(li)心(xin)(xin)軸流(liu)式通(tong)風(feng)(feng)(feng)機(ji)、泵類通(tong)過基礎(chu)知(zhi)識減振(zhen)錯(cuo)施;焚燒秸稈爐引離(li)心(xin)(xin)軸流(liu)式通(tong)風(feng)(feng)(feng)機(ji)要裝排(pai)氣消(xiao)音(yin)器(qi)器(qi);填埋處理機(ji) 務(wu)必管控晚間(jian)不英(ying)語施工;管控小(xiao)(xiao)車(che)(che)輸送小(xiao)(xiao)車(che)(che)轉速,切實加強(qiang)的管理。
(四)固態垃(la)圾窩囊廢(fei)的(de)生產及救治(zhi)
固(gu)體(ti)(ti)廢(fei)(fei)物(wu)(wu)主要(yao)有以(yi)下幾類:①危險(xian)(xian)廢(fei)(fei)物(wu)(wu)焚(fen)燒(shao)處(chu)(chu)置系(xi)統的回(hui)(hui)轉窯焚(fen)燒(shao)殘(can)渣(zha)、余熱(re)鍋爐、旋(xuan)風除(chu)(chu)(chu)塵和(he)布(bu)袋除(chu)(chu)(chu)塵等收(shou)集(ji)的飛灰,以(yi)及除(chu)(chu)(chu)酸(suan)洗滌塔堿(jian)液(ye)循環水池污泥和(he)液(ye)體(ti)(ti)進料(liao)(liao)系(xi)統廢(fei)(fei)液(ye)過濾(lv)(lv)系(xi)統固(gu)體(ti)(ti)雜(za)質,均為危廢(fei)(fei)。焚(fen)燒(shao)殘(can)渣(zha)經檢測(ce)浸出液(ye)符合GB5086和(he)GBT15555.1~11、GBT15555.12要(yao)求后(hou)直接填(tian)埋(mai),若浸出液(ye)不(bu)合格則(ze)爐渣(zha)與飛灰、污泥穩定(ding)(ding)化(hua)、固(gu)化(hua)后(hou)送去填(tian)埋(mai)場填(tian)埋(mai)處(chu)(chu)理(li)(li),廢(fei)(fei)液(ye)過濾(lv)(lv)系(xi)統固(gu)體(ti)(ti)雜(za)質定(ding)(ding)期(qi)送焚(fen)燒(shao)路焚(fen)燒(shao)處(chu)(chu)置;②危險(xian)(xian)廢(fei)(fei)物(wu)(wu)物(wu)(wu)化(hua)處(chu)(chu)置系(xi)統污泥、浮油(you)和(he)油(you)渣(zha)等,均送焚(fen)燒(shao)系(xi)統焚(fen)燒(shao)處(chu)(chu)理(li)(li);③危險(xian)(xian)廢(fei)(fei)物(wu)(wu)穩定(ding)(ding)化(hua)/固(gu)有正確(que)(que)外理(li)(li)系(xi)統軟件布(bu)袋除(chu)(chu)(chu)灰外理(li)(li)的粉層,外理(li)(li)后(hou)回(hui)(hui)收(shou)于料(liao)(liao)斗;④煙(yan)氣正確(que)(que)外理(li)(li)會所產生的廢(fei)(fei)催(cui)化(hua)氧化(hua)反(fan)應劑和(he)可溶性(xing)炭(tan)(tan),廢(fei)(fei)催(cui)化(hua)氧化(hua)反(fan)應劑、廢(fei)(fei)可溶性(xing)炭(tan)(tan)送填(tian)埋(mai)秸(jie)稈(gan)(gan)(gan)(gan)爐填(tian)埋(mai)秸(jie)稈(gan)(gan)(gan)(gan)。⑤廢(fei)(fei)包裝機溶器宗合回(hui)(hui)收(shou)利用廠區會所產生的倒殘(can)殘(can)液(ye)送填(tian)埋(mai)秸(jie)稈(gan)(gan)(gan)(gan)爐填(tian)埋(mai)秸(jie)稈(gan)(gan)(gan)(gan)或物(wu)(wu)理(li)(li)外理(li)(li),難以(yi)清理(li)(li)過濾(lv)(lv)水工業廢(fei)(fei)渣(zha)、沉定(ding)(ding)渣(zha)、木塊或礫石等送填(tian)埋(mai)秸(jie)稈(gan)(gan)(gan)(gan)爐填(tian)埋(mai)秸(jie)稈(gan)(gan)(gan)(gan)或固(gu)有外理(li)(li)。⑥項目未增加員(yuan)工,無新(xin)增生活垃(la)圾。
(五)許多(duo)的環(huan)保(bao)區的設施
1.的環境風險(xian)控制防患配套設(she)施
貯罐區設置圍堰(本期項目新增容積16m3的焚燒廢液儲罐4個,其中兩個與原有的6個儲罐共用260m3的圍堰,另外兩個共用100m3的圍堰);各生產車間四周設置廢水截流溝,并與廠區事故廢水池相連;廠區初期雨水池(670m3)和事故應急池(400m3 、390.6m3各一座)總容積為1460.6m3,廠內雨、污管網出口設置閘門,有通往事故池的管路;設置有毒、可燃氣體報警系統,火警報警系統。
2.上線監測器裝置設備
某項目排水口大多標準(zhun)化(hua),大多想要(yao)探測(ce)取樣工作任務的想要(yao)。
該項目新建廢水處理系統外排廢水口安裝有在線監測裝置,監測項目有COD、氧化還原電位、pH、流量、鎘;焚燒煙氣凈化系統出口安裝有1套煙氣在線監測儀,監測項目有流量、煙溫、氧含量、煙塵、CO2、HCl、CO、NOx、SO2,廢氣在線系統已與當地環保部門聯網。

(四)無水硫酸銅(tong)廢物(wu)處(chu)理監(jian)測站但是
竣工驗收數據監測過程中,固(gu)化型后危(wei)廢(fei)(fei)處理擁有(you)《危(wei)險區廢(fei)(fei)料傾(qing)(qing)倒場(chang)(chang)(chang)環保問題管理規范》(GB18598-2019)第6條傾(qing)(qing)倒場(chang)(chang)(chang)入場(chang)(chang)(chang)式標準要求。
(五)地(di)下室(shi)水評估成果(guo)
項目結束驗收檢測(ce)過程中,各監測(ce)站點地下水中pH及溶(rong)解性(xing)總固體、硫酸(suan)鹽、氯化(hua)物、硝酸(suan)鹽、亞硝酸(suan)鹽、氟化(hua)物、揮發性(xing)酚(fen)類、耗氧量、氨氮、氰化(hua)物、總硬(ying)度、六價鉻(ge)、汞、銅、鋅、鉛、鋇(bei)、鎳(nie)、砷(shen)、鎘(ge)濃度均滿足(zu)《地下水質量標準》(GB/T14848-2017)Ⅲ類標準的要求。
(六)土地(di)污染(ran)監測結(jie)杲
檢(jian)驗監測(ce)器(qi)時,各監控點土壤中鎘、汞、砷、銅、鉛、鉻、鋅、鎳濃度均滿足《土壤環境質量(liang)標準 農用地(di)(di)土壤污染風險(xian)(xian)管(guan)控制標準》(GB15618-2018)表1農用地(di)(di)土壤污染風險(xian)(xian)篩選值(zhi)的要(yao)求。
(七)破壞物減排周轉量
可根據建(jian)(jian)設項(xiang)目驗(yan)收評估(gu)動態數據計算,建(jian)(jian)設項(xiang)目外排氣(qi)體(直排水利(li)水電工程污水廢氣(qi)治理(li)廠(chang)前)中COD、氟化(hua)(hua)(hua)(hua)物(wu)、石油氣(qi)類和氣(qi)體中二腐蝕硫、氮(dan)腐蝕物(wu)、汞、煙煙塵(chen)、HCl、HF、CO、鉛簡(jian)答氧(yang)化(hua)(hua)(hua)(hua)物(wu)、鎘簡(jian)答氧(yang)化(hua)(hua)(hua)(hua)物(wu)、砷鎳簡(jian)答氧(yang)化(hua)(hua)(hua)(hua)物(wu)、鉻錫銻銅(tong)錳(meng)簡(jian)答氧(yang)化(hua)(hua)(hua)(hua)物(wu)、非丁烷總烴(jing)(VOCs)、硫酸鈉霧、加(jia)硫物(wu)、氨的實際效果廢氣(qi)總產量高出環評報告估(gu)計值。
五、開(kai)發工(gong)程開(kai)發對區域的(de)會影響
